Reinette Arnold, LMSW
Social and Behavioral Interventions Manager

Current and Past Responsibilities

Reinette Arnold, LMSW serves as a Social and Behavioral Intervention Manager for Messages of Empowerment Productions, LLC (TEAM-MOE). Ms. Arnold has over 7 years of work experience in social service delivery in domestic violence, substance abuse, homelessness, and mental health.  Ms. Arnold has a sheer talent for managing critical project paths while building meaningful relationships with key stakeholders at all levels and excels in all aspects of project management. She manages a team of over 20 sub-contractors and partners for projects under her area of responsibility.  For TEAM-MOE, Ms. Arnold serves as the program manager for
GEMS: Girls Empowered and Motivated to Succeed and RISE: Reaching and Intervening with Survivors Effectively. Both of these gender-specific interventions are funded by the US Department of Health and Human Services’ Office on Women’s Health (OWH). Additionally, Ms. Arnold serves as the lead evaluator for the Juvenile Justice Fund’s Project, Ready, Set, Go where she manages the process and outcome monitoring components of this federally-funded program.

Prior to joining the TEAM-MOE staff in 2010, Ms. Arnold was employed as the Director of Transitional Housing at the Achor Center Inc., where she served more than 70 women and children in need of housing and supportive services to obtain the necessary resources to decrease barriers and become self-sufficient.

Passionate about issues that affect women and girls, Ms. Arnold completed her Masters of Social Work degree at the University of Georgia in 2009 with a concentration in family-centered practice. She earned a Bachelor of Arts degree in psychology from Georgia State University, with a minor in sociology in 2005. Ms. Arnold is a licensed master social worker with the state of Georgia and is currently working towards her clinical licensures as a licensed clinical social worker. Ms. Arnold also maintains a current membership with the National Association of Social Workers (NASW), the Georgia chapter of NASW, and the American Public Health Association.

Ms. Arnold spends much of her free time in Athens Georgia, where her mother continues to reside in her childhood home. She also enjoys attending spoken word and other cultural events around Atlanta. 




Tekla Evans, MPH, CHES, PMP
Program Evaluation and Research Manager

Current and Past Responsibilities

Tekla Evans is an Program Evaluation and Research Manager of Messages of Empowerment Productions, LLC (TEAM-MOE). In this capacity, Ms. Evans manages projects in the Program Evaluation and Research Practice Area.  Currently, she serves as the lead evaluator for the Richmond County Teen Pregnancy Prevention Initiative and the Community-based Doula project. Her duties include overall management of the community needs assessment methodology, data collection and management, supervising sub-contractors, managing budgets, assisting in the dissemination of study findings, and involvement in strategic planning. With the ever-engaging spirit, she visits community partners to keep them engaged and provides guidance to them on the empowerment evaluation model, which the TEAM-MOE evaluation work is grounded.

Prior to joining the TEAM-MOE staff in 2010, Ms. Evans worked as a Health Research Analyst at Northrup Grumman, where she managed two nationwide Centers for Disease Control & Prevention (CDC) initiatives to stop the spread of antimicrobial resistant gonorrhea (Gonorrhea Isolate Surveillance Project and STD Surveillance Network).

With a keen interest in adolescent reproductive health, as a graduate student in the Behavioral Science and Health Education department at Emory University’s Rollins School of Public Health, she researched sexual risk behaviors among adolescents among detained youth. She received a Master of Public Health degree from Rollins in 2004, with a concentration in health education. She earned a bachelor’s degree in social psychology from Duke University, with minors in sociology and African and African American studies. She has also earned certification as a project management professional (PMP) from the Project Management Institute and has been certified as a health education specialist (CHES) from the National Commission for Health Education Credentialing, Inc.

Her continued love for health education is visible at TEAM-MOE where she has served as a health educator for our Girls Empowered and Motivated to Succeed (
GEMS) Program. Ms. Evans enjoys spending time with her daughter, an energetic basketball star and self-proclaimed karate expert. She also enjoys time in the gym with her favorite cardio kickboxing instructor.    



                                            
Elandis Miller, MPH
Junior Social Epidemiologist

Current and Past Responsibilities

Elandis Miller is the Junior Social Epidemiologist in the Program Evaluation and Research Division at Messages of Empowerment Productions, LLC (TEAM-MOE) where she evaluates ecological determinants of health within multiple at-risk settings. She began her career at Messages of Empowerment Productions, LLC (TEAM-MOE) as a Communication Specialist for the Girls Empowered and Motivated to Succeed (
GEMS) behavioral intervention in 2008. After realizing her affinity for helping underserved and vulnerable populations, she  completed her Master of Public Health degree with a concentration in Epidemiology at the University of Georgia. She had earned her Bachelor of Science in Biology/Pre-Pharmacy in 2007 also at the University of Georgia. During her matriculation, she also served as the Ryan White Data Designee for St Joseph’s Mercy Care Services where she was responsible for overall data management and quality assurance, ensuring correct financial classification for more than 400 clients, and participated in HIV and TB Education and Testing.

Ms. Miller returned to TEAM-MOE as a public health intern in 2011 where she enhanced her evaluation technical skills while leading the summative evaluation for DeKalb County Juvenile Court’s Rebound Program and now serves as the data manager for multiple projects within the program evaluation and research division, specifically the “We Are Change” Teen Pregnancy Prevention Initiative. She also assists with data management and analysis for
GEMS and the Healthcare of Georgia evaluations.

An avid lover of dance and music, Ms. Miller spearheads the “
TEAM-MOEtivators”, a troupe of TEAM-MOE staff and partners who empower various communities through empowerment parties, health fair performances, and health fundraisers.  This initiative will officially debut in the Fall of  2012. She is also an active member of the American Evaluation Association and the American Public Health Association. When not working, Elandis devotes her time to her family and personal styling.




Valerie Underwood
Social and Behavioral Interventions Coordinator

Current and Past Responsibilities

Valerie Underwood is a Social and Behavioral Interventions Coordinator at Messages of Empowerment Productions, LLC (TEAM-MOE). Ms. Underwood coordinates communication among program staff, more than 20 sub-contractors and community partners, and provides vital program assessment data and reporting information for both the
GEMS Program (Girls Empowered and Motivated to Succeed) and the RISE Program (Reaching and Intervening with Survivors Effectively). Ms. Underwood has an unparalleled ability to capture audiences and extends her duties for GEMS and RISE to include health education and youth development at two GEMS sites. Before joining the TEAM-MOE staff, Ms. Underwood worked on the state and local levels in various capacities within the Georgia Department of Public Health.  At the state level, she served as a Communicable Disease Specialist for the Tuberculosis program, where she was responsible for developing programming and grant mandated deliverables. She also provided training throughout the state and managed large-scale outbreak response processes. On the local level, she helped develop an infant mortality reduction program while providing grant-writing assistance and conducting a community needs assessment. 

Ms. Underwood is a 2009 graduate from the University of Georgia with a Bachelor of Science degree in Health Promotion and Behavior. Ms. Underwood advocates for coupling creativity and innovation with traditional public health methodology, key components she feels are missing in current models for intervention. Her passion for youth development began during high school when she provided after-school tutoring to students struggling with reading and math.  That experience taught her that time spent with the children (above and beyond providing instruction to them) makes the difference in their lives. Ms. Underwood enjoys spending time with her family and friends especially around the dinner table. Her favorite hobby is cooking new meals and adding her own creative twist to familiar recipes.
